King Malaky II
King Malaky II, epithet "the Lawgiver," was the second king of Rislandia and a member of the Malaky Dynasty. He reigned from Year 81 to Year 103 and is categorized among the so-called Steady Kings in A History of Rislandia. His reign was defined by the systematic expansion of law, the creation of enduring civic institutions, and the peaceful incorporation of Portsgate into the kingdom.
Background
Malaky II was the son of King Malaky I (Cedric Malaky) and succeeded his father upon the elder king's death. According to A History of Rislandia, he was intellectual, severe, bookish, and principled by nature, preferring libraries to royal audiences. He loved philosophy, law, and debate, and held an unwavering belief in strict justice — a disposition that shaped every major decision of his reign. He was known to refuse to bend the laws even for personal friends.
Reign (Years 81–103)
Coronation Address
At his coronation, Malaky II delivered an address that referenced the fall of the Orethan Dominion and the founding of Rislandia. According to A History of Rislandia, the address described the refugees who dared to dream of something better as the true origin of the kingdom — an invocation of the legacy of Jory Malaky and the founding generation.
Revision of the Legal Code (Years 82–90)
Early in his reign, Malaky II undertook a comprehensive revision and expansion of his father's legal code, a project that occupied the years 82 through 90. The resulting body of law formed the basis of what would become the Legal Code of Rislandia and the Code of Malaky. His insistence on strict, impartial justice and his belief that all trade must be taxed to fund roads and defense were central principles embedded in this revision.
First Census (Year 85)
In Year 85, Malaky II conducted the First Census of Rislandia, the first kingdom-wide enumeration in Rislandian history. The census recorded a population of approximately 35,000 persons.
Establishment of the Magistrate System (Year 88)
In Year 88, Malaky II established the Magistrate System, creating a formal judicial infrastructure to administer and enforce the revised legal code across the kingdom. This institution represented one of the most consequential structural reforms of his reign.
The Portsgate Conflict (Years 95–98)
The later portion of his reign was marked by the Portsgate Conflict, which lasted from Year 95 to Year 98. The dispute centered on Malaky II's insistence that all trade be taxed to fund roads and defense — a requirement Portsgate resisted. Rather than resolving the matter by force alone, Malaky II negotiated a treaty that brought Portsgate into Rislandia as a semi-autonomous city, a settlement that reflected both his principled stance on law and his capacity for pragmatic statecraft.
Death and Succession
Malaky II died suddenly of a stroke in Year 103 at the age of 60. He was succeeded by his younger brother, who reigned as King Malaky III.
Character and Description
According to A History of Rislandia, Malaky II was intellectual, severe, bookish, and principled. He loved philosophy, law, and debate, spent more time in libraries than in royal audiences, and would not bend the laws even for friends. He believed in strict justice and was harsh on crime. These qualities earned him his enduring epithet, "the Lawgiver."
Legacy
Malaky II is categorized among the Steady Kings in A History of Rislandia. His revision of the legal code, the establishment of the Magistrate System, the first kingdom-wide census, and the peaceful resolution of the Portsgate Conflict collectively shaped Rislandia's civic and legal identity for generations. The institutions he founded outlasted his reign and continued to define the kingdom's governance well into later eras of the Malaky Dynasty.
